It really is a flock and desired result dependant question. If you are breeding in a new colour, you need to sometimes choose the bird that carres the colour better. If your flock has a widespread issue with a fault, you probably want to select birds that do not have the issue, even when their type isn't quite as good. When an issue is difficult to breed out, then you may choose to select against the birds with that issue, even when they have better type. Someone with different birds and specific goals may need to make different choices. There is rarely a case where "ALWAYS" or "NEVER" is the correct answer.
