Are you treating her with anything? I'd try a saline flush and neosporin or terramyacin to see if she can recover.

The skin is grown together I would have to cut them apart. I see no discharge. I'm thinking I would do more harm then help treating
I'm just wondering why.

Then it must have already been in the process of deteriorating. Did you treat prior to this?

No unfortunately I never noticed and being a tophat silkie it makes impossible to see there eyes inless I pick them up and move the features away. She is one of my oldest hens 5 years old. I was doing a lice check when I noticed. No lice but found that.

Oh. I'm not familiar with silkies enough to know if this happens to the breed. But, even if you just noticed, flushing with saline might be beneficial. Sometimes these things occur because there is something stuck in the eye.
