"she" is 18 weeks old and I just noticed a comb pop up over night and then later today either establishing pecking order or doing the rooster thing and going for the pullet 2 times it's size... I've raised them since 1 week and can't have roosters in the city

I want to say pullet at 18 weeks my cockerels are usually crowing. Some hens can have larger combs. Because “she” is a frizzle it makes it hard to tell if there are other male characteristics, so I’m not sure.

x2 I’m leaning more towards pullet as well for now.
 
Looks like a Pullet...you can’t ALWAYS go by the comb...sometimes you have to wait for them to crow or lay...here is a pic of my hen, (she’s broody), notice her comb...
