I would take the one that is only half broody eggs away. Once she either fully goes broody give her eggs or most likely she will give up.
The one staying on nest I would put her in a broody cage with her own feed and water source. That way she only has her nest to worry about.
With so much moving around I'd be worried about a successful hatch in either batch of eggs.
