Silkie question

Im new to this breed, and have 3 silkie chicks of different ages...I would guess they are 2-4weeks, they seem to be about a week apart in age, judging from the size.
Is it normal for silkie chicks to look a little mangy? The feathers are sparse on their heads and kind of uneven across the top of the wings.
