Silkie sexing

I would say defiantly a roo. His comb is much to large for a female and on his crest you can clearly see streamers. The female crests are more rounded and their combs are flat like and smooth. I'd bet money this is a rooster. He's got all the roo charecterisis. Don't Think this little guy will fool you. Sometimes they can fool you and be very difficult to sex but I'm pretty sure you have a little rooster there. I'd say he's about 3 to 4 months old.

100% a cockerel. Most roos don't get spurs until 9-12 months old and some Silkie boys never get them. He has a large comb and obvious streamers.
As for crowing, Silkies are a breed that is very slow to mature. My roo didn't let his first crow fly until he was well over 6 months old
