It's a genetic "defect" called "brachydactyly" (By is the gene) that is often paired with the genes for feathered legs. It is autosomal dominant. Basically, heavy leg feathering interferes with the development of the outer toe. (It is a BIG issue with Marans, for example, a breed I work with. I have experience with the short outside toes with them.) Do your parent birds perhaps have short outside toes, perhaps even with nails, but not SO short?

Interesting!! I don't think my parent birds have shorter toes... but you know? I'm going to go look and let you know! That would just be sad, sad, sad!! Then I'll have to start all over again!
