I have a partridge silkie. Lately she has been holding her head to the left and puffin out her chest a lot. I noticed that her right eye has a lot of "new growth" because the feathers have a white shell around them. What should I do?

What you are describing doesn't sound like anything I know. Perhaps a picture would help?
Holding her head to the left... just looking to the left all the time? Is her neck twisted?
Puffing out her chest - not sure.

Is it possible somebody picked her in her right eye, maybe trying to eat her new feathers coming in (they have more protein because they still have blood while they are growing) - and she can't see out of the right eye so she is using her left eye and puffing up to make herself bigger while she is "incapacitated"?? That's just a wild guess..
If she is eating, pooping, laying eggs, running around like a chicken normally does then I would do nothing. If she is NOT doing that - then you may want to separate her and let her recover or give us more information to see if she needs some kind of treatment.

Do you have a pic? If she is moulting they could be pins, the new feathers. Lice also clump around the base of the feather. If you feel that her sight is being impacted, you could simply pluck a few feathers from around the eye. Is she eating and pooping normal?
The chick is hatching! There is blood all around her, and the inner membrane collapsed around her. She is sitting in the egg shell and absorbing I think. I do not see a yolk anywhere in there with her. She still still has not made any noise but she is breathing. Should I leave her?
Thanks all for your advice for little Chance. He is doing really well. Still walking with his legs spread a bit, but getting around really well. He is a special little one. Now we are awaiting round two! Snow is patiently sitting on 14 eggs due to hatch in a few days. I moved her and the eggs from her nesting box to the floor today and she took right to it. Our nesting boxes are built into the door, so I thought the chicks may fall out when the door was opened if they hatched there. I put her food and water in the nest boxes so she wouldn't spill. I also put a temporary divider in the coop so the little ones couldn't fall out the main door to the run. When they are old enough to go in and out we will remove it. Here she is waiting it out. ...

That looks like wry neck, you need to start her on polyvisol, without iron. It is a vitamin deficiency , post the pic in the emergency diseases thread and Im sure there will be someone there with more experience on this matter.
