They have been on Layena but have switched over to Flock Raiser for the higher protein, and I'm supplementing oyster shells for the loss in calcium content.

She slowly got worse looking over the summer.

I read several threads on mites and lice, and I'm seeing no evidence of that.
 
Have you seperated her from the rest of the flock? Could it be Demodectic Mange?? I think the first thing I would do is give her a bath with a flea and tick product. You may not be seeing any bugs, but after a bath, they will move so you may be able to see thm then. Are any of your other birds losing feathers?

I have one pen that gets lots of sun during the spring/summer. And the birds that are in that breeding pen always end up looking really cruddy from getting sunbleached, along with the males mating. I think the sun makes the feathers weaker so they break easier when the males mate with them.

Lice/mites are possible, but she looks like she is well into a molt. IN another six or 8 weeks she'll look like her old self.
