Silkie with Wry Neck?

This is Elmer. He's 5 months old. Is this wry neck? His right eye is also closed and has some brownish tiny bugs around it. Does anyone know what they are? What is the treatment for wry neck? He also has some white stuff around his feathers by his eyes and under his beak. I'll try to get a pic of it, but does anyone know what it is? Thanks!

polyvisol without iron seems to work the best, from everything ive read.
