Okay, so she's definitely white. There are three varieties of white: recessive, dominant, and silver. Silver is sexlinked)

I don't believe Silver shows in a solid pattern unless it's leakage
One could breed for a Entirely white breed based on Silver(without Dominant White, Splash or recessive white) without much trouble, the genes for doing so are readily available. Silver Columbian breeds are example of this, but breeders have not taken the time to breed for a extremely restricted bird Ala Buff Orp but based on Silver instead of gold.

Okay let me ask y’all this, breeding wise knowing my hen is white but clearly has the blue gene what would be the best color roo for her as a mate? My black roo has became very aggressive towards kids which I know he thinks he’s just doing his job but... too many well behaved Roos to deal with a bad boy! I have the option of some other color show quality Roos but not sure who would be best for her... another white or a splash? I wouldn’t recommend splash to a white but seeing how she has that gene the babies could be pretty?

Depends what you want to hatch.
White rooster would only give you white offspring.
Back will give black and/or blue.
Blue will give you blue, black and splash.
Splash will give you blue and/or splash.
Any of the blue, black or splash that had a white parent would give you the same as above plus some whites.
I wouldn't mix any of the other colors like buff, red, partridge etc. That's just me though.
A blue rooster that carries white would give you the most variety.

Props for looking into replacing that rooster. Its always sad to hear when people keep mean roosters. Especially when there's kids involved.

I will find him a good home, but I can’t have Him attacking my kids. He even makes my blue partridge couple sit in the corner. He’s just not a nice guy!!

Okay I have a question (surprise surprise) if I took two of my blue chicks and let them mate.... do I still have a 25% chance of splash or since they have the recessive white and dad was a black roo that will kill it. I know usually if you breed two blue you have the chance of 50% blue 25% black 25% splash

Do you know anything about porcelain silkies? I am purchasing two? Can they only be ideally bred with others or is there any other colors? I’m starting to think blue black and splash are the only ones that can be mixed? I also have two blue partridges and I’ve been told to keep that couple only with each other.

Sorry Idk what porcelain silkies are. I assume they're not porcelain like porcelain d'Uccles but some pattern with lavender?

Blue partridge is still blue so same can apply. You can breed partridge, blue partridge and splash partridge together.
