Silver barred cockerels??

Are they both cockerels? I thought for sure but the super fluffy one is throwing me off. They are same age and looked exactly the same up until these past weeks.

Fluffy one:

Both are cockerels. Pullets would be a darker pattern due to having only one barring gene.

So sad! Are they the same breed? Why is one so much fluffier? Will the tail curl come in later for the fluffier one?

Both cockerels. The differences are either because they're developing at different rates, or perhaps somebody is pulling feathers.

@RoostersAreAwesome and @Frazzemrat1 beat me to it. And they both nailed it. They are Barred Cochins. No two birds develop at the same rate.
