Silver laced polish...accidental pullet?

So in a rare case of possible mistaken gender...I ordered a silver laced polish cockerel from Murray Mcmurray and I'm wondering if I received an accidental pullet? This guy was hatched April 1st so about 9 weeks old. Compared to my other white crested black that turned out Male and I got from tractor supply around the same time, this one has no comb or wattle development, no red in the face, and his Crest is coming in a lot rounded then I'd expect from a polish roo. Hes also not showing any Male behaviors...is very timid and gentle compared to the other polish his same age.

Thoughts? Late bloomer? Too soon to tell?

Its interesting...this bird is now 13 weeks old and I still have no idea! I'll post more pics tomorrow. My other cockerels are growing their saddles already but this one is still stumping me.
