I would say pullet but I am by no means an expert.

This is my initial thought but she/he has hardly any tail, more yellow legs. I really want it to be a lady because it’s so sweet.

By looking at the lack of comb and wattles right now it appears to be a pullet. By now they would have noticable wattles.

Pullet. A cockerel would have wider white stripes on the feathers and be lighter in overall color.

I'm going with cockerel. I think a pullet would be a lot darker.

Pullet. I had a light one just like that who got big and tall really fast, grew a bright red comb, and I was told by many people that I had a cockerel. (I thought I did too!)
She laid me lots of big brown eggs. Miss my dearly departed Pepper.
I'd be shocked if yours ends up being male.
