The feathering looks like a pullet to me. They are fairly easy to tell at this age because the feathering is so different between the sexes.

I traded my barred rock for her to get sex link wyandottes...I could buy a better one if she's not worth breeding at all.

I still say it is clearly a pullet. As far as being breeding quality I think you need to let her get her adult feathers and then decide.
