Small quail

So I finally managed a few eggs to hatch. I had 3 out of 7 fertile eggs make it. They are now over a week old. One out of the three hasn't seemed to grow. It seems to be about the same size that it was when it hatched. The two other birds are now more then double the size. Is this normal or is something wrong? I noticed that his toes on one foot doesn't seem to be very straight could this be related?

To me, quail toes are strange... They usually look kind of broken

How is the small quail acting? The same as the bigger ones or lethargic, etc.?

No he/she acts the same. Maybe just a runt? I have no clue. The other twos feathers are really coming in and it is behind on that too. Maybe it was a preme lol.
