Small watering problem

My sweet SLW chicks keep scratching pine chips into their watering dish. I have to clear it out three times a day. I've tried raising it and reducing the chip bed but they are determined to thwart my efforts. Any suggestions?
 
Unless you go to a drip water feeder (like rats use)...only what you are already doing. Raise the water bowls up on some stable surface and reduce the bedding. I've had trouble getting the drip waterers to work well with new chicks as they can be slow to catch on...so I went back to the regular type.

It's frustrating, but they will constantly kick it into the water...every single time.
