I think it should be the owner of the business's choice. If they want to cultivate smoking clients, then let them smoke/have a smoking section, if they want to run off smokers then don't. If they want to cultivate non-smokers then don't allow smoking, if they want to run off non-smokers then do. Either way can cost the owner clients, and thus money... their ability to support themselves and their family, their ability to provide jobs, and so on. The smartest choice, financially speaking, for the owner would be to have a smoking section with massive ventilation (which is PRICEY) that keeps 100% of smoke from getting anywhere near the non-smoking section... then NEITHER 'type' of customer would be effected negatively by the other... aka the customer is always right. Unfortunately the government has taken the choice away from business owners and to hell with whether it costs them their livelihood or not. Overall I think that smoking section or not should be the owner's choice, since they'll have to live with the consequences, and customers can choose to eat there or not depending on their preference... just as they can choose to be a smoker or not... can choose to drink or not... can choose to have kids or not... can choose to commit crimes or not...
