Not quite right. Any new birds have to come from an NPIP tested flock but each bird does not need to be tested. For example, if you were to buy day old chicks they would not have been tested but they would need to have been hatched from a NPIP tested flock.

but if i get them, take em straight to my moms or a friends , get em tested, comes back neg. can i then take em to my flock?
cause how am i supposed to buy chickens who arent tested, This is the first ive heard of NPIP so its not very common from the area i grew up in. so i wanna know how i can buy chickens from this area.
and do you have to tell em everytime you get a new chicken so they know it comes from an NPIP flock?
 
If you are interested in SQ silkies then you will be buying from someone who shows their birds. birds are required to be tested before they can be shown. Therefore if you buy from that breeder the birds have been tested. do you have an incubator ?

ok so i buy from breeders for silkies, but what about my just plain old laying hens?.... do i just have to keep breeding the few outta my flock?..... i kinda wanna add color and diversity to it?
 
when you contact the ag department about getting tested they can tell you other people in your area that are pullorium tested. all of our birds even the layers are tested. all of the hatchery birds are tested Mcmurry, cackel , ect.
 
everyone who sells out of their state has to be tested, to ship or cross state lines, LEGALLY.
As for the chick /egg deal, no they personally arent tested, but their parents have to be, any chick 4 months old or older does have to be personally tested.
As for getting birds, if you are NPIP certified, you MUST buy from NPIP certified seller, period.. if you dont, you will loose your certification.
Your farm also has to be quarantined from visitors. As for the keep them at your moms deal, that dont float. Biosecurity is the goal of the NPIP, if they find out you are doing that, they will revoke your certification. as I said, you have to buy from NPIP breeder to avoid all this, and they MUST give you a copy of the NPIP transfer forms to accompany them.
The NPIP have been around for a long time, there are tons of legal breeders out there who can assist you. There are a number of threads and stickys on here with NPIP certified breeders and list of what they sell.
Now if you dont plan to ship out of state, just sell locally inside your state line, your arent required to have the NPIP testing, you may need state permits though, all depends on your state laws. However, it is illegal if you get caught shipping without it. As for buying, persoanlly, you dont have to have a thing, all this lies as the breeder/seller responsibilty. So buy up what you want first before getting certified, because after that, everything you get MUST come from fellow certified breeders. Yes, they will find out, they test annually, and keep records of each breed, species, color, males, females, etc that you have. If on their next visit, you have a bunch of stuff you did previously have, and have no transfer papers for them, you will get in trouble. In addition, by being certified, you are also allowing them to do random, pop in checks on you and your flock...

In addition, check with your own state, some states do require, avian influenza testing, macro plasma test, vet health certificates, etc in addition to the normal pullorum/typhoid testing, also over half the states require breeders to have a state import license for that state to ship into it even if you have the NPIP certifications.
I will be glad to give you a full list of what your state requires if you like, had my NPIP agents send me a complete list of each states requirements, you wouldnt believe how long it is!

As for the website/domain name. There are lots of hosting site that you can build your own off of, most are simple to use. Some are free (but cheap site) some you pay for but you get much better sites out of them, build them yourself, all your stuff will be copy right protected, yes your name too. Meaning if you say put like I did, Boggy Bottom Bantams as your name, it is checked against all other registered names, if no one has it, you are good to go, then it is you protected copy righted name, no one else can legally use it then.
One of the most popular hosting sites, if you've ever watched much TV you've seen their ads, It's GoDaddy.com...they are the ones we use. Pretty cheap, and great , and easy to build a site off of. I'm computer stupid, but I did it!

What if I hatch my on chicks? and they show up and see new pullets or cockerels?
will they be angry and revoke my liscense?
or do I just keep records and show them that hatched em myself?
or can I not hatch either?....
