The flower is a big white ball, which is very pretty. Once it dries up, just put a baggie around it, and crumble it. The seeds are small and black.
Can I plant the seeds in a patio container on the deck or does it need to be in the ground?
Using the square foot gardening line of reasoning, you can plant 16 onion seeds (or slips) per square foot, so if your container is big enough, you could plant quite a few.
