If all of your birds are laying soft shells, you probably have a nutrition problem.
If only a few of them are, it's possible they have genetic defects. We've had some EE that were hit and miss with good shells. None of our other breeds have had issues, except for a rare one, not an ongoing thing.
Even still, Chris's suggestion that they may not be getting enough protein is a good one. Cut out all treats/scraps and just feed them their layer feed for a week or two and see what happens. If it helps, then switching to a higher protein feed, will help make sure they get enough protein when you feed them low protein treats/scraps. Unless your scraps include lots of meat.
