Some people just shouldn't be allowed to own animals!!

Yea , a relative or not, if she is abusing and or not caring for her animals she should be turned in, the animals can't do it so you have to do it for them, they have no voice, You are It
 
A horrible situation for all, indeed. Where do you draw the line?
Being intrusive is tough, being humane requires alot of character.
Confrontation is never easy, no matter what side of the fence your standing on.
Too many people today will avoid it at all costs.
It will not be easy for you, but, as you know, we all support your frustration and dismay.
Unfortunately, those kind of childish, irresponsible folks are out there, regardless or not if they are raising children or chicks, etc.
I think folks like us are put in place to do what we can to alleviate suffering. (Bloom where you are planted scenario)
Sounds like she needs help, but you can't fix that situation.
Do what you can, and think is best, for those who can't.
If it sounds like I might know what it's like to be in your position, I do.

To add another level...it is often true that in a household where animals are suffering; so are children.
Many case of child endangerment are found when animal control is called.

You could be preventing the suffering of more than just animals...

yeah it's hard to 'intrude' but please do, the animals can't call her in! last summer we went looking at some horse tack we found on craigslist. this woman had a 5 year old TN Walking horse in a pen in her yard that's not as big as my round pen/training pen. needless to say there was no grass, son in law and i stood there pulling grass in the yard and feeding her. it was pathetic! she went on and on about how as a little girl she'd always dreamed of owning a horse, and now she had one! she was starving the poor girl to death. i'd made her an offer on some other things she'd had, with her comments she'd get back to me.

i didn't sleep much that night, wondering if i should 'stick my nose in'..... the next morning i called her county animal control and explained what i'd seen. later that evening i got a very nasty email from her that she would NOT be selling ME anything i'd made her any offers on, and how she didn't appreciate me calling her in. i wrote her back and told her sorry, but that poor mare coudn't dial the phone herself.... i made an enemy that day, but i saved a defenseless animal.

do the right thing, call it in....
