I don't understand the 'wing dancing', but everything about this bird says female. I agree that she is probably a crossbred containing some Oriental Game DNA.
if it's possible for a dominate hen to attempt to crow I'm the absent ants of a Rooster. I have never experienced this ,but have heard it happens, is it possible to display other learned male expressions?

I'm not the best at telling gender yet, but despite the mess made of this chicken's feathers, I think it's a pullet. I have a weird theory as to why someone would want to get rid of a pullet, but of course no one really knows. It could be that this pullet was the lowest on the pecking order and getting bullied. Owner may just want someone to rescue it, as opposed to any other available option. It looks like some feathers were plucked out, as opposed to cut, which could just as easily be the handywork of a chicken as a human. Clipping wings is a common practice, but the tail is not. However, my 14 yr. old just cut the tail feathers on his parakeet, thinking he was supposed to do it along with the wings. Honest mistake, but not cool. We had a talk about why birds need their tails. Obviously, the chicken is better off in your care until you can figure out what to do next.
