You can utilize the resources on this site to find a good home for them. I recently did so with a pigeon I rescued and she now has a very loving home. The other possible alternative would be to bring them into your home. Your neighbor wouldnt need to be wise to it. You can buy chicken diapers or I'm sure someone has a pattern to make them from scratch. No problem steph, I've been there. Than I moved up here, things are... calmer for me now. I know realistically you probably cant move, but I'm really hoping that things will get better for youL

I agree I had a bad issue similar I let go and it turned into creepiness for over 10 years.Well, unfortunately, someone complained. There's no harm in petitioning to try and change the law or get an exception, but you may have to get rid of them.
As for your peeper, though? Report that. Disgusting.

A voice of reasonThat's not a good route. You want to make your neighbors want to go along with your breaking of the rules, not be angry at you. The point here is to build bridges, not burn them.
