Something is very wrong

I have 10 day old California Valley quail that has been a little off since yesterday. Sitting with feathers fluffed. Eating a little and moving around but this morning he can't seem to walk. It's like he is off balance. He tries to walk and ends up flopping around and tumbling backwards. I don't know what, if anything, I can do for him. It is sad to watch. Temperature is fine in the 10 gal aquarium he's in with his brother. The other one is totally fine and very active.
Seems to be some sort of neurological problem. I am so new to this I just don't know what to do.
He hatched at 23 days if that means anything.

What is the exact temp and what exactly do you feed him?

He is walking ok now. Maybe he got stunned. They are trying to fly, so maybe he hit his head.
I am feeding them Game Bird starter and the temp is 99`

You are cooking him at 99... lower your heat.

Just checked on him. He walking fine and is eating. Scratching around doing the little chicken dance. Maybe he his his head but definitely not stumbling like he was.
This is worse than having a kids. LOL

99 is to hot....oh my. He seems to stay right under the heat lamp. That is the temp right under the light. The far end of the space is 88-90

I brood at 90F to start and then take it down 5 degrees weekly. 99F does seem really high.
