This is a very severe case of Flystrike. Please please clean him off immediately. Flystrike can kill chickens pretty quickly if not taken care of.
After you remove them, clean the whole wound with chlorhexidine, betadine or vetericyn (be sure not to get any in his eyes). You can apply Neosporin (no pain killer). Bring him inside ASAP.

Yes. I do take my birds to the vet but this happened so fast.The OP said in an older post she takes her birds to a vet... something isn't right here.
This bird looks deathly ill, cull or vet.
