A noisy bird (either hen or rooster) can be put in the garage at night. What you typically want to avoid is the early morning noises which disrupt neighbor's sleep.
I have very successfully used a crow collar on a number of roosters. When placed correctly, and checked regularly, they do a good job of dampening the sound. I recommend the No Crow Collar from My Pet Chicken as the quality is excellent and the collar soft and sturdy. It works by not allowing the rooster to inflate the pouch of skin he has at the base of his neck. It won't completely eliminate the sound (only death does that), but it will considerably dampen the sound. You have to fidget with them for several days to get them set right, and you must check frequently to make sure the bird is clearing the crop well. Used correctly, they can save the life of an otherwise unwanted rooster.
