Southern MN - Chickens and zoning - Where should I re-locate to?

I wanted to move out to the country, one of the reasons was wanting to be able to raise chickens for personal use.

Le Sueur County:
I found a house on a less than an acre of land, zoned residential. The county said no, that the land needs to be at lease 1.5 acres.

Blue Earth county:
They told me chickens are "only" allowed in areas zoned Agricultural or Conservation. Never residential, homestead etc.

The city of St. Peter said no. The city of Mankato has a rule where you have to get the signature of your neighbors.

I am unable to find land with a house to purchase and move to which is zoned Ag or Conservation in BE county. So, hobby farm or not, 1 or 10 acres, it doesnt matter.

I was hoping to purchase a house with a little land somewhere by the bluffs and rivers (mostly BE county) not a flat farm country, but find myself at loss at the moment.

Please advice me on where to look where i might be able to relocate to.. my budget cannot afford me a piece of land with tillable/farm land in the south by St Peter and Mankato.
