It's not quite that easy.
A staff member goes over the list of everyone nominated. After they go through her approval the remaining list goes before a committee.
The committee narrows it down even further and then those making that cut gets the badge.

Oh yeah, I was just shortening it down to a simpler explanation. But there's sure more to it than someone just nominating you.
