It pays to check your chicken or squabs over. I recently corrected one of my squabs with spayed leg (you have to catch it early as a rule or you will be forced to cull). This a video that may help you solve the problem if it should occur in your flock.
In my situation I had only a small narrow elastic.
It was cutting off circulation to the foot.
My answer to the problem was to eliminate the section of pop straw and use
two zip ties to serve as bracelets to hold the elastic in place.
My solution looked something like this.
It was also a lot easier to install.
