Speckled Sussex~ cockerel or pullet?!

Here is my Speckled Sussex, 'Spaz', who's now 12 weeks old. Got as a pullet....have thought cockerel since about 2 weeks old. He's always had that up-right, check everything out, long legged boyish look to him. He still hardly has a tail...but comb and waddels aren't that big/noticeable. I was thinking saddle & hackle feather won't be coming in for another 4-6 weeks which is probably why I'm not seeing them and the feathers still look rounded. He also got the white speckles on his chest but now they're everywhere and look more like a hens?

Can anyone with experience with this breed help me out?
