Looks like it could be a roo because of the tail (looks like saddle feathers are coming in), however keep in mind I know nothing.
I'm having the same dilema with a 9 week old bird. The one thing I have learned about sexing chickens is that even if someone says with the best of intentions they are sure something is a roo or pullet they can always be wrong. especially when just looking at a picture of a young bird. Here is the rule that I just decided I am going to follow. and when I say I just decided I mean I just decided now.
When someone tells me my chicken is a pullet I'm going to believe them and go along with it 100% unless the pullet crows.
When someone tells me my chicken is a roo I'm going to believe them and go along with it 100% but I'm not going to make any decision about the bird until it crows or lays an egg.
From what I've heard from people any chicken can appear to be a roo or pullet, but there is no way to know for sure until the chicken tells you itself.
