It looks like a vitamin deficiency possibly. It could be deficient from its parents, since it's so young.
I would provide some "poultry cell" vitamins, sav-a-chick electrolytes, or nutridrench.
A vitamin D3 deficiency causes similar symptoms.

Ok. Well, I would still take them off I think. They're not really serving any purpose and he could further hurt himself.
It's ok if the others get some, but mostly target the chick in question with the vitamins.

Will do. I just took them off, she seemed relived. I will pick some Nutridrench today when I go out.
 
I got the electrolyte and probiotic combo pack. They have electrolyte in the water right now.
Make sure they also have plain water available.
You can overdo it on the EL.
I'd not bother with the probiotics, they should have plenty in their starter feed.

It may not do the trick.

Did you get the nutridrench?
I'd try that, a couple drops a day for a week, before giving up.
