After a long time wondering, searching, and researching, I found the best method of determining any restrictions on your specific property (as an owner or renter) regarding the keeping of fowl in Spotsylvania, VA is to just email the county and ask.
The shortcut (if you have a similar situation as mine) is that if your property is zoned Agricultural and is over 5 acres - you do not need a permit / coop certificate, you are not restricted to the rules of the ordinance outlining a maximum of 6 hens (for under 5 acres), and you can, in fact keep roosters as well (not clear in the ordinance).
