Starting first bantam coop

well today 73, in the basement it’s about 68 degrees they are rarely under the heat plate if I’m in the room if i leave they run under the heat plate

I don't know whether they are going under to stay warm, or going under to hide. Chickens often like to be under something (probably survival instincts--no hawk can get them if they are underneath.)

There are so many variables, I think it's often easiest to just try it, and watch/listen to see how they do (if you have enough time to do that.)

If outdoors is currently warmer than your basement, it's a good time to start, and then you can see how they do as the temperature goes down toward evening.

During the day, the air needs to be warm enough that they can run out to eat and drink.
At night, they will want to stay in one place and sleep anyway, so cooler air temperatures can be fine (assuming the chicks are sleeping under the heat plate, and assuming there is not a strong wind blowing on them to cool them off--I think your situation has both of those points taken care of.)
 
Took them out for the day To go explore their coop, they seem very stressed but seems like not too cold for them it’s 73 outside now

i just wonder if this heat plate will be enough when it gets colder I’m going to bring them back in before sun down, i also ordered a heating pad that was recommended on another thread here to make a “cave” for them as they get bigger so hopefully they can tolerate nights in the 40s
 
also this one chick keeps burying herself in the bedding is this normal, she is eating and drinking fine just keeps burying herself and the other chicks are starting to pick on her

Possibly I’m looking on other threads it seems that may be the case, should i throw a bowl of play sand in there? Sorry just want to be careful trying to get these chicks healthy and strong before winter really hits
