Starting to lay

I have 2 sapphire gems. One started laying at 18 weeks. The second has not started laying yet. 2 weeks have passed since the first one started laying. I don’t understand the difference. They were hatched at the same time.

They all mature at different rates of speed - same as all animals/birds.
