Sounds exactly like overmating. The bigger roo is most likely the one doing the damage to the hens. Some hens are more submissive than others, and really end up looking bad, even to the point of broken skin.
I had the same issue last year, with one roo to 15 girls. Even after I got rid of the roo, the feathers still didn't come back in until after they molted. I felt bad for letting it get so bad.
