Sticky coating on galvanised waterer

I bought 2 galvanised waterers they seem to have a sticky coating on them. Any idea what it is? Should I remove? How should I remove it if I need to? I have tried scrubbing it with dish soap and it has not come off
 
I have a Little Giant galvanized fount and feeder.
It says to rinse before first use.
I also have a Harris Farms galvanized fount and feeder.
It says to wash with dish soap and water.
I washed all with dish soap.
I don't remember anything sticky on any when I bought them, but the Little Giant's had an oily film if I remember correctly, but it washed off. GC
