Strange Chicken Behavior

Yeah, inside of actual 'coop' with roosts is small and not that well ventilated.
I can see why they would rather be on top of it.
Might have more to do with height than crowding/stuffiness, they like to be as high as possible.
If the 10' x 20' run is secure from predators and out of wind and precipitation, they should be fine up there.

In my opinion the coop is just fine but the roost bars need to be higher, closer to the roof. Since the roost bars are so close to the floor they probably don't feel like they are even on a roost but on the floor.

Thanks for the input. I am in the process of building a new coop, so hopefully they will like that one better.
