Stuck or no?

I am hatching quail eggs! Yesterday they all pipped and one of them made a hole a little smaller than a dime in its egg..You can see its beak and the right wing covering its eyes. The top of the air cell looks like its stuck on the chick. It isn't making any attempt to get out of the egg. I haven't heard it peep at all!!! But it does move its head around a bit..What do I do?

I put a damp paper towel over it (but not the beak so it can breathe)...Anyone!!?
