Stunted growth?

Her name is Sugar. She is a 7 month old buff orpington, and not the same size as her sisters? According to the owners she isn't laying either (or has ever layed).
Here she is along with some 1 month old new hampy reds, from the same local chicken owner. Look how teeny tiny she is! She's supposed to be much bigger than that!

Pink comb by the way. She has a really sweet personality! And she's lived most of her life in a cage with a blind chicken, because if the owners had let her with the bigguns then the roosters could have killed her. She does really well with those pullets, she kind of acts like a mom to them. Today Sugar did her first dustbath and even showed the little ones how to dustbathe. They looked very happy. So any ideas on stunted growth, or perhaps something else?
 
I'm thinking she is a bantam aswell. But how did she come out as a bantam? I saw the grandpa and grandma orps too, all standard!
It just happens sometimes?
