I added a picture or two of the barred rock I got from a pullet bin, but I have some suspicions there too.

I’ve had flocks with much “worse” ratios that worked out great. 3 to 28 is actually pretty close to the recommended ratio of 1 rooster to every 10 hens (which is usually overkill anyway).That'll probably be too many boys, unless you get lucky and they all do well together.
