Also, why did you put wire across your feeder? Is it so the chickens dont step in the food?

Yes, and it works great. They don't try to scratch in it, still plenty of room for their heads.​

Depending on it's age, it looks like a female unless it is very young (males have very orange cheek circles.) they don't do well outside in the open, a hawk can easily spot that bright color. I would put a towel over it, place it in a cage and talk to animal control to see if anyone reported one missing, see if anyone on CL lost one, or take it to a rescue. If I lost it I'd be heart broken, I loved mine when i had them.

Looks like a beautiful pied cockatiel. I had one for many years. My furnace went kaput one winter, emitted soot, and Mr. Bird died from respiratory distress. They can break the skin with a nasty bite. Mine would not bite me but he would bite anyone else who tried to pick him up. "Your" cockatiel might step onto a wooden dowel if he's tame and has been in a cage. He might survive this summer's weather but doubtful he will survive freezing temps.
