Suspicious looking cinnamon queen pullet

The thing to remember is that a CQ isn't a breed. Its a cross, specifically bred to create something that is sex linked from hatch. A breed, if you breed them back to each other will breed true, which would mean that the sex link feature would breed true as well... but it doesn't.
In any event, this is a cockerel. I would go back to the breeder, or have your friend do it, since they made the original purchase, and see if he can make it right.
 
Can you post photos of all your friend's chicks too so we can see how many appear to be males. If there are a number of them then there is something incorrect occurring, probably second generation sex links as others have said. If it is just one or two, then maybe a couple of RIR or production reds got accidentally mixed in the brooder and got into your friend's order.
