It looks like an infection to me. I agree with Eggcessive - you're going to need antibiotics.

She looks like she has been pecked or scratched below the eye. I think I would still use Tylosin powder in her water, 1 tsp per gallon for 3-5 days, and you can also use Terramycin eye ointment or plain Triple Antibiotic Ointment in her eye twice a day.
