I can't tell much from that one picture except the entire leg is swollen and the discoloration indicates infection. I would give it an injection of Zactran or Baytril and schedule an appointment with a vet if the bird is important to you. Caution, vets like to run up a bill, usually more than the animal's replacement cost.
