Swollen lower beak

Hello, I am new to this site, but have had chickens for years. I just recently hatched out some Japanese Bantams, and after a few weeks, I noticed one of the babies had a swollen lower beak. I did not see any lesions, just swelling. Eating, drinking, and sratching bedding as normal. Maybe a little retarded growth. I was told it could be wet pox, but I dont have any sick chickens with this, and we dont have moquitos right now. Not sure how itcould have gotten this at such a young age. Any thoughts? Maybe genetic?
