Swollen Turkey Face

I have a turkey gobbler that has had a swollen face for about 3 weeks. He walks around looking up. The swelling is between his eyes and beak. I caught him to check it out and noticed he has clear drainage coming from his eyes and inside his mouth when I squeezed on it a little. He sneezed twice after I did this and acted like he felt better. Do you think this is a sinus problem? How do you treat this?
 
It could be Infectous Sinusitus or commonly called CRD. What I use is called LS-50 and is water soluble. I use it as the sole source of water for seven to ten days.

It is rather pricey at 30 dollars to treat 25 gallons of water but it is good stuff to use.
