Syringe hydrating, medicating going on 5 days! No improvement...

That might be it. Would I treat the flock? I have a few that are doing that with no other symptoms. Is there a specific dosage?

Per kg, which would be body weight. You'll need to weigh them to calculate what amount to give them. Then you'd measure it out in a syringe and give it to them individually. If you have trouble with dosing @casportpony would probably be happy to help you out :)

If you have Safeguard the dosing is:
.23 ml per pound per each bird.
Dose them each straight to the mouth for 3 straight days.

Are you able to weigh them or are you going to guesstimate their weight?

1/2 Lb bird dose =0.115
1 lb =0.23 ml
2 lb =0.46
3 lb =0.69
4 lb =0.92
5 lb =1.15
6 lb =1.38

Would it be safe to guess? I'll try weighin them, but with 25 chickens. It might not be completely accurate. Can I also do a regular worming with that or should I not combine them?

You could guess...but know that under medicating may not work for Gapeworms.
