Tailless rooster

My guess is the hens are picking out his tail feathers because none of the other 22 birds have any hint of lost tail feathers. I have another rooster with a beautiful tail, but my dominant roo has stubble! His vent is fine, he's active and otherwise healthy. He began losing his tailfeathers in fall when all others were molting, but every time he begins to grow some feathers, I find them on the coop floor.
Ideas???
 
I think the roosters have been fighting. Dominant roosters sometimes fall back, or lose a fight with the other rooster. This is obviously very hard on the poor fella. The best thing to do is move one of the roosters to another pen. (w/o rooster, but with hens) They will soon perk up.

But he's definitely the boss...I don't know if I could believe the other guy ever "wins." Would covering his butt with blue-cote help?
